Blackout plate sales raised $12.9M for BMV; funds targeted to five‑year modernization and staff pay
Per the Indiana Capital Chronicle, Indiana sold more than 380,000 optional “blackout” license plates since their August 2025 launch, generating $12.9 million that state officials say will fund a five‑year Bureau of Motor Vehicles (BMV) modernization effort and investments in customer‑facing staff.

Per the Indiana Capital Chronicle, the Indiana Bureau of Motor Vehicles began offering the optional “blackout” plate in August 2025 and has sold more than 380,000 of them, generating $12.9 million toward a five‑year BMV modernization plan. The optional design adds $45 to initial registration and annual renewal fees; the agency says about 314,000 blackout plates are on the road.
The governor’s office and BMV officials said the revenue is being used to invest in employees and technology. An executive order from Gov. Mike Braun directed modernization of the agency’s roughly 20‑year‑old tracking and records support software over five years. The agency completed a comprehensive systems review that recommended 13 initiatives, and officials say pay raises for many customer‑facing employees and new payment machines and kiosks have been purchased or added.
