The agency says the optional plate — white numerals and letters on an all‑black background — adds $45 to initial registration and to annual renewal fees.
The report said about 314,000 blackout plates are on the road, with nearly 22,000 bought in the first month and more than 90,000 sold by the end of 2025. It said Gov. Mike Braun issued an executive order directing a five‑year modernization of the BMV’s 20‑year‑old tracking and records software, and a recent review produced 13 recommended initiatives. So far in 2026 the agency purchased new payment machines that accept tap‑to‑pay and digital currency, added more 24/7 BMV Connect kiosks, and said pay raises are coming for many customer‑facing employees.
