Indiana BMV channels $12.9M from optional 'blackout' plates into five-year modernization
The Indiana Bureau of Motor Vehicles told the Indiana Capital Chronicle on 2026-10-05 that sales of the optional 'blackout' license plate have generated $12.9 million toward a five-year plan to modernize the agency’s two-decade-old systems. The plate, introduced in August 2025, adds $45 to initial registrations and renewals.

According to the Indiana Capital Chronicle (reporting data from the BMV on 2026-10-05), the Bureau of Motor Vehicles said sales of the optional “blackout” license plate have generated $12.9 million toward a five-year modernization plan. The blackout plate design launched in August 2025; the BMV reported selling more than 380,000 plates in the year since launch and said about 314,000 are on the road.
The BMV and state leaders framed the revenue as funding upgrades required under a 2025 executive order directing replacement or improvement of the agency’s roughly 20-year-old tracking and records systems. The agency said it has already bought new payment machines that accept tap-to-pay and digital currency, added more 24/7 BMV Connect kiosks statewide, and identified 13 modernization initiatives including an AI chatbot, automated customer notifications, upgraded branch cameras and digital driver’s licenses. The BMV also said pay raises are planned for many customer-facing employees.
