Blackout license-plate sales raise $12.9M for Indiana BMV modernization
Indiana sold hundreds of thousands of optional “blackout” license plates and generated $12.9 million that the Bureau of Motor Vehicles is directing toward a five-year modernization plan, the Indiana Capital Chronicle reported on Oct. 5, 2026.

According to an Indiana Capital Chronicle report by Leslie Bonilla Muñiz on Oct. 5, 2026, sales of the optional “blackout” plates — white numerals on an all-black background — generated $12.9 million toward a five-year modernization plan. The BMV said it has sold more than 380,000 blackout plates in the year since the design launched and that about 314,000 blackout plates are on the road; the optional design adds $45 to initial registration and annual renewal fees.
The article reports that Gov. Mike Braun directed a five-year modernization of the agency’s 20-year-old tracking and record-support software and other systems via an executive order in 2025. The BMV has completed a comprehensive review with recommendations, bought new payment machines in 2026 that accept tap-to-pay and digital currency, added more 24/7 BMV Connect kiosks statewide, and says pay raises are coming for many customer-facing employees.
