Reported by the Indiana Capital Chronicle on Oct. 5, 2026, the BMV said it sold more than 380,000 optional “blackout” license plates since the design launched in August 2025 and that sales generated $12.9 million to fund a five-year modernization plan. BMV spokesman Greg Dunn told the Chronicle about 314,000 blackout plates are on the road.
Agency leaders said the money will be used to invest in staff and technology. The BMV has added 24/7 BMV Connect kiosks, purchased new payment machines that accept tap-to-pay and digital currency, and plans pay raises for many customer-facing employees.
