Blackout license-plate sales generated $12.9M for Indiana BMV modernization, state reports
Per the Indiana Capital Chronicle, Indiana sold more than 380,000 optional “blackout” license plates since their August 2025 launch, generating $12.9 million that the Bureau of Motor Vehicles is applying to a five-year modernization plan including staff pay raises and technology upgrades.

The Indiana Capital Chronicle reports the Bureau of Motor Vehicles began offering an optional “blackout” plate in August 2025; the design shows white numerals and letters on an all-black background. The BMV says it has sold more than 380,000 blackout plates and that sales generated $12.9 million toward a five-year modernization effort announced by state leaders.
The agency told the Chronicle about investments already funded with the revenue: planned pay raises for many customer-facing BMV employees, purchases of new payment machines that accept tap-to-pay and digital currency, and additions of 24/7 BMV Connect kiosks statewide. The BMV’s comprehensive systems review produced 13 recommended initiatives, including an AI chatbot, automated personalized notifications, upgraded branch cameras and a digital driver’s license program.
