Blackout plate sales bring $12.9M to fund BMV modernization, agency reports
Indiana Capital Chronicle reported the Indiana Bureau of Motor Vehicles has sold more than 380,000 optional “blackout” license plates since the design launched in August 2025, generating $12.9 million toward a five-year BMV modernization plan; the plate adds $45 to initial registrations and annual renewals.

Indiana Capital Chronicle reported the BMV began offering the optional “blackout” plate in August 2025 and has sold more than 380,000 plates since then; BMV spokesman Greg Dunn said about 314,000 blackout plates are currently on the road. The plate features white numerals and letters on an all-black background and adds $45 to initial registration and annual renewal fees.
The report says sales of blackout plates generated $12.9 million that will go toward a five-year modernization plan Gov. Mike Braun directed last year. The agency has already bought new payment machines that accept tap-to-pay and digital currency, added more 24/7 BMV Connect kiosks, completed a comprehensive systems review and listed 13 initiatives including an AI chatbot, automated notifications, upgraded branch cameras and digital driver’s licenses; pay raises are planned for many customer-facing employees.
