The agency told the paper that about 314,000 blackout plates are on the road and that proceeds will be used to invest in employees and modernizing technology, including pay raises for many customer‑facing staff.
The BMV said sales began in August 2025 and that the optional blackout design — white numerals and letters on an all‑black background — adds $45 to initial registration and to annual renewal fees. The agency also reported it has bought new payment machines that accept tap‑to‑pay and digital currency, added more 24/7 BMV Connect kiosks, completed a comprehensive systems review and listed 13 recommended initiatives (including an AI chatbot, automated personalized notifications, upgraded branch cameras and digital driver’s licenses).
