Zionsville approves $12.6M sewer contract with Indianapolis firm, shifting local infrastructure spending

On Aug. 17 the Zionsville Town Council approved a public‑private agreement with Indianapolis‑based Bowen Engineering for a roughly $12.6 million sewer infrastructure program. Bowen will manage multiple upgrades — including pump replacements at the main lift station, work at the Boone Village lift station, new headworks and a belt filter press at the treatment plant, instrumentation and a nonpotable water pump station. Financing will come from more than $7 million in bonds, town cash and leftover 2019 bond proceeds, with some cash drawn from sewer charges.

Source report dated 2026-09-03: Town engineering supervisor George Lewis said the work is needed in part because some equipment is aging and replacement parts have become difficult to source, and he said the upgrades should help the plant operate more efficiently. He reported the South Village facility is designed for about 2 million gallons per day but currently averages roughly 1.2 million, leaving capacity to accept additional flow. The town expects to close on the bonds later this month.
