Indiana treasurer offers $50M in low-interest advances to storm-damaged local governments

Treasurer Daniel Elliott announced a $50 million pool to provide rapid, low-cost loans to cities, towns, counties, townships, schools, libraries and municipal utilities with public infrastructure or facility damage from recent wind and flooding events. Applicants may request up to $1 million and need not wait for a disaster declaration to seek assistance through the Indiana Bond Bank-led RAPID program.
Program officials said RAPID fills the gap between disaster damage and delayed relief by covering immediate needs such as debris removal, damage assessment, road and wastewater repairs, and equipment replacement. The loans carry a 2% interest rate, can be repaid with insurance or recovery funding, and applications must be submitted at least two weeks before the intended closing (next deadline Sept. 16 for a Sept. 30 closing).
