Hughes wrote that Zionsville remains on a list of possible LEAP discharge sites, including areas near the Carpenter Nature Preserve, and warned that Eagle Creek is where the town’s drinking water comes from. She also said that having a permit does not necessarily mean discharged water is safe and noted that Lebanon Utilities will perform most testing itself rather than the state.
