NIPSCO’s proposed bill credit puts AES’s Google savings forecast in perspective

NiSource’s October 28 proposal would provide $57.5 million in credits to existing NIPSCO electric customers, subject to regulatory approval. It estimates about $90 over 18 months for an average residential customer, with credits beginning approximately 30 days after approval. That northern Indiana proposal does not establish a matching AES credit.
For Central Indiana, the relevant agreement is AES’s arrangement to serve Google’s Morgan County data center. AES says Google has an 80% minimum-demand payment obligation and projects about $770 million in customer savings over the project’s life. Those are projected benefits, not money already credited to household accounts.
The October 7 IURC order in Cause 46394 distinguishes roughly $300 million in contributions toward existing system fixed costs at minimum demand from roughly $770 million at expected demand. It approves sharing network-upgrade costs among customers because the upgrades serve the wider grid, while accepting rates designed to recover annual incremental project costs from Google even at minimum demand.
Allocating infrastructure costs and collecting offsetting revenue are different sides of the calculation. Approval of the structure does not show that offsets have already occurred or guarantee lower total bills. Actual contract revenues, project costs and subsequent rate filings will determine how benefits reach customer classes.
WNDU reported October 30 that Gov. Mike Braun called for expedited review of utility filings that would lower rates, including NIPSCO’s proposed credits. A request for faster consideration does not establish commission approval or a payment date.
