Fishers plan commission issues no recommendation on Heart & Soul campus rezone; City Council will decide

According to Current Publishing, the Fishers Plan Commission held a public hearing on Oct. 7, 2026 and took no recommendation on a rezone request for the proposed Heart & Soul Community Campus on about 18 acres at 11616 126th St., adjacent to the existing Heart & Soul Church. Commissioner Pete Peterson moved to send a favorable recommendation; the motion was 5-2 in favor but failed because six votes were required.
City Planner Ross Hilleary told commissioners the requested rezone would allow a place of worship, outdoor recreation and small-scale commercial uses. Developer representatives said the project is envisioned as an integrated, walkable campus and described adjustments since August — including indoor (not outdoor) pickleball courts, a 6-foot privacy fence, no public-address system for sports and lighting designed not to flow into the neighboring HOA. The commission forwarded the rezone to the Fishers City Council with no recommendation; the council’s next meeting was scheduled for Oct. 12, 2026.
