Westfield officials said a Planned Unit Development amendment was filed Aug. 28 for a roughly 166,739‑square‑foot Costco retail warehouse and a freestanding fueling facility with 16 dispensers (32 pumping stations) on the northwest corner of 191st Street and East Street. The submitted plan shows about 899 parking spaces and three grassed outlot parcels.

City documents note the undeveloped site borders Cool Creek (scheduled for dredging) and include a retention pond and a flood‑zone area north of the building. Vehicle access would be from East 191st Street and East Street, with right‑turn lanes, a northbound passing lane and a raised left‑turn‑only median at E. 191st shown on the proposal. The project is scheduled to be introduced at the Sept. 28 Westfield City Council meeting and then go to the Advisory Plan Commission in early October; construction is anticipated to begin in 2027 if the plan is approved.
