Citizens State Bank withdrawal stalls Fishers commercial project, leaving retail lot vacant

After extended council discussion and Mayor Scott Fadness’ suggestion to pause for staff negotiations, Citizens withdrew the rezoning request a few days later, leaving the .83-acre lot next to Kroger—now occupied only by an empty house—without the proposed new building.
