Citizens State Bank withdrawal stalls Fishers commercial project, leaving retail lot vacant

Citizens State Bank withdrew a rezoning application for a proposed 4,400-square-foot standalone building on 116th Street near Olio Road, Senior Planner Christy Cashin told the Fishers Plan Commission. The bank abandoned the plan days after an Aug. 17 City Council meeting that had been tabled amid councilors’ concerns about left turns into and out of the site; councilors wanted a right-in/right-out access restriction, which bank representatives said would not work for them.

The project had been revised from an initial concept that included a drive-thru to a design with a more traditional architectural style, which received a favorable early-August recommendation from the Plan Commission. After extended council discussion and Mayor Scott Fadness’ suggestion to pause for staff negotiations, Citizens withdrew the rezoning request a few days later, leaving the .83-acre lot next to Kroger—now occupied only by an empty house—without the proposed new building.
